India Office to Foreign Office.-(Received January 11.)

THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and forwards, for the information of Sir E. Grey, in continuation of the letter from this Office of the 8th instant, a copy of the telegraphic correspondence with the Government of India on the subject of the Bhamo-Tengyueh Railway project and the proposed railway reconnaissance beyond Tengyueh.

PLEASE see Sir J. Jordan's telegram No. 253 of the 31st December, 1906, relating to Bhamo-Tengyueh Railway.

Consul at Tengyueh has received a telegram from Consul-General at Yunnan-fu, saying he has been supplied by local Foreign Office with a copy of the following instructions which they telegraphed to Taotai of Tengyueh on the 29th December, 1906:-

Taotai is to arrange with Consul and with Ting for protection of Lilley, who is shortly coming as a traveller with a small following.'

Lieutenant-Governor of Burmah regards this as practically acquiescence in the reconnaissance by the Chinese local authorities. He proposes accordingly to dispatch Lilley and his party, the number of which he will reduce as far as possible.

If you approve, in regard to which I shall be glad of early orders, I propose to agree to his settling the strength of Lilley's party in consultation with the Consul of Tengyueh, and to his dispatching them.
